From what I understand if you brace the coin vertical and can see a #2 pencil reflecting off the surface of the coin then there's a chance the coin may be proof like.

It appears your coin has some plating colorization issues, as well as the start of some linear plating bubbles on the obverse, and surely is not proof like. PL on cents is a very difficult grade to get and favors coins of silver, nickel and some of the modern clad.
