Do you recognize/attribute Die Rotation Errors? 1 1

I recently submitted a 1970 S Large Date Penny which clearly has a Rotated Die Error as you'll see in the images below, however the coin came back without the Rotated Die Attribution. Please assist and advise how I can get this kind of error attributed.
