How u evaluate if an details coin, not slabbed, can be improved with NCS conservation?

I recently submitted some coins, I was charged full NCS fee, but the coin still wasn't improved.

I'm not an expert, I agree with the details grade, but I strongly disagree with NCS fee that I was charged.

Hello @europecoins, thank you for contacting us. NCS first evaluates a coin to determine if it will benefit from conservation. If NCS determines that a coin will benefit from conservation, we will contact you for approval, and they will perform the necessary conservation techniques. NCS conservation removes harmful surface contaminants, stabilizes a coin for long-term preservation and can dramatically improve a coin's eye appeal. Kindly keep in mind that NCS does not provide grade protection or any type of grade guarantee for coins submitted to NCS.
