Hello @Denny Crane, thank you for contacting NGC. I had to check with one of our graders on this, and they said that the planchet was cut down after the strike, which means that someone else damaged the coin after the mint made it and cut it down - this is the reason why it was not encapsulated. Additionally, this is a US coin but it was struck on a foreign planchet - this was only notated on the label for your records. Hopefully, this makes sense! Thank you!
