1988 Memorial Cent Error

Came across this while hunting thru my huge bottle of pocket change. From what I have been able to learn about errors, it looks like it was struck thru a late stage die cap. Given condition, would it warrant grading? Also curious about “string of pearls” in finish on bottom of reverse. What caused these? Thanks for any feedback!

Plating blisters. A common defect on copper plated zinc cents

VERY common. Especially 1983-1986. Some improvement in 1987.
