Question , when there's scratch marks like this one on the obverse , does this mean it's been cleaned. And the mint mark looks like it's been shifted over to the right. Or would this possibly be a true rpm. I looked on variety vista but nothing looking like this one in hand. Thanks for any advice.

That 64 is a bit scratchy if it was cleaned they used 80 grit sand paper but still a nice coin to find if you just got it in change. I think the MM has just been pushed around a bit.
