What is the purpose / meaning of a PCGS 'PREMIER' label?  I have noted it being used on some bullion coins for the past few years, but I do not know the significance of the label for my 1955 Franklin half dollar.  Any ideas?

'Bugs Bunny' is a variety caused by a die clash between the obverse and reverse dies.  The impact caused a marking outside of Franklin's mouth which resembles buck teeth - hence the 'Bugs Bunny' designation.
