Better pictures needed for sure.  Unlikely that they are gold though, as I think I see green corrosion on a couple.

It looks like a set of brass or bronze medals, issued by a private firm, such as the Franklin Mint. Assuming no presidents were excluded, it would date around 1950.

Likely brass medals. There should be some sort of identification on the holder.
