1979-D missing Cud? 0

Hi,

Is this considered error? seems there is no cud on those copper spot or is there something that struck? 
Kindly get any idea if there any other explanation for this coin if ever not a damaged coin?

Just some sort of environmental damage. It certainly didn’t happen at the mint whatever caused it.
