This is my first half-cent that i come across. The "L" is  a little bit off when i researched and compare with other pictures on my, red book and NGC Coin explorer.

Is the half cent genuine or non-genuine?

Stang is onto something. I looked at some genuine examples and in none of them was the 8 more prominent than the 0. One wonders whether it might be a contemporary counterfeit. It's not a coin that would make much sense to counterfeit now, though that wouldn't stop determined fakers.

I wouldn't rush to that judgment without doing some looking. I recommend taking one of the odd spots and examining the same spot on several dozen slabbed 1809s, to see if any have the same situation. If none look like yours, then yeah, your grounds for skepticism would increase.
