PCGS coins are eligible in US sets. PCGS coins receive the same scores as NGC coins. If you are referring to this specific NGC Registry set:

US Sets  Commemoratives  

Modern Gold Commemoratives, 1984-Date, Mint State & Specimen

there is currently a numerical score tie in that set. Comments and images are taken into consideration in the case of a numerical score tie. You do not have comments for one of your coins in that set. If you add comments, then you will be currently tied with the other #1 sets.
