I see no doubling on the face. The difference in tone sure looks like the darker areas of the surface have lacquer or clear (aged) nail polish on them. Whatever is covering the coin, it's worn off the face and may be why you're seeing what you're seeing. The opposite may also be true; there may well be something that got adhered to the face then finally fell off so the rest of the coin is now darker.

As to the 4 behind the 9, I see damage on your first picture. That damage is random, but as said before our minds try to make it into a symbol or pattern as that's how they work.
