No copper core. Whatever metal it is Washington’s face has trouble appearing in the strike, leading me to think that it’s a tougher metal than the usual composition.

It looks to me like it was plated, and the plating is just wearing off. Is there a reason you think that the mint may have been experimenting with composition in 1999?

The article states that the experimental coins that have been found were either greenish, or the color of a Sacagawea dollar. Your coin does not appear to be either of those colors, but it does appear to have been plated.
