1929 s penny error

I have had a few of these but not wheat cents. And this one is far the worst I have found. Others I threw back in circulation thinking it might have been purposely done. I was thinking someone just twist something around the edge of coin. Could this be some kind of error. 🤔

Nah, that's vandalism. Maybe someone thrown out of work during the depression had nothing to do but trash his or her only penny.

That cent has a circular impression just inside the border from a mechanical counting machine. It's a common sight on circulated coins.
