I can't tell you exactly what happened to that cent, but I can tell you that it happened sometime after it left the mint. We usually call that "environmental damage," a catch-all phrase that means that it was exposed to some chemical or other substance that altered the surface in such a ways as to lower the eye appeal, and often the value, of the coin.
