Kennedy Mint Error??

This is a coin my father-in-law found that my wife and I forgot we had. Is this a mint error? It almost looks scraped up close, not real sure how you could do that though.

So here's the million dollar question: is it worth submitting to NGC to be graded?

It is most likely a grease filled die.  While that is an "error" it is a very minor one that would not be worth a significant premium.  It is NOT worth having graded.

Grease filled die, I have many with the "H" & "L" filled, "A" also, including several in the word "Independence"...not really worth anything, just my opinion...
