The coin you are referring you is a 1970 Proof Quarter which was struck on a Silver 1941 Canadian Quarter. The NGC label reads “1970-S 25C STRUCK ON 1941 CANADA 25C 5.63 GR MINT ERROR PF 65.” The 1941 Quarter was originally struck on a silver planchet.
