Improperly annealed or just bizarre toning?

I stopped at a local pawn shop to pick up some 90% silver coinage and saw this Kennedy sitting in the bin.

 

Is this an improperly annealed planchet? Just toning?

Just odd toning.

Planchets are cleaned after annealing (softening).

I suspect it was glued to some sort of aftermarket sheet, and clear spot is after acetone removal

Thanks all, I agree e1cnr, probably was glued to something. I didn't think about that- who knows; maybe someones school project from years past that met fate of silver bin at pawn shop?
