Yes, that coin was improperly cleaned, probably a few to several years ago by the look of it. The sharpness grade is Choice EF, but net grade market value would be in the VF range.

looks like it was over-dipped or dipped too many times in it's life. If the luster looks as dullish in hand as in the photos, I'd say it was dipped for sure. If there are hairlines showing then it was not just a dipping but likely a wipe too. Nice AU otherwise...
