Does a milk spot like this keep it from a PF69

What are your thoughts, Would the tiny spot between the wings cause this coin not to have a chance at PF69? Also there are two little spots on the obverse at about 3 oclock. looks free of hairlines in picture but not sure if NGC would hit a grade lower on the spots.

Based on my experience, a milk spot like that will for sure affect the stated grade on the holder. Several months ago I'd have said it would max out at PF66 with that spot. This is all based on the assumption that they are grading those with the same standards as they grade modern U.S. proof coinage.

Since milk spots are considered to be struck into coin surfaces they can rarely be removed. If the coin surfaces are otherwise pristine small milk spots may be the only thing keeping it from Pf 70. Larger milk spots are very common on proof Franklins and early proof Kennedys that still grade 68. Nobody can see into a graders mind but ones own observations are what we have to use. Wouldn't you love to look through their grading sets !

A lot of the Franklin and Kennedy milk spots showed up long after grading. Submitting spotted coins rarely results in a grade above 66.
