Yes, they can. eBay recently changed their rules on this, so I'm not 100% sure about the time frame they currently are using, but I believe a seller can stop an auction:

 

1) At any time if no bid has been place.

2) At any time if a bid has been placed, but the reserve not met.

3) If a bid has been placed and the reserve has been met (or a no reserve auction), at any time except the last 12 hours.

Greg' is correct unless they changed it. You can end a sale up until the last 12 hours of the auction. A buyer can cancel a bid also except for the last 12 hours as well!
