The Mint Bureau viewed most commemoratives in the 20s and 30s, and all in the 50s as nuisances or worse. There are many requests for "proofs" or "the first 100 sandblasted" or other special treatment. The speculative nonsense cause by adding 2x2 and stars dissuaded the engraver from supporting anything other than making the coins and delivering them to the sponsoring organization. The few sandblasted medal press proofs were made to show off and approve the coins for production - not for organizers or collectors.
