In the shape of a bar but by the NGC description, its NCLT. It is issued either as a novelty which some might like for a minimal premium or to dupe the unsuspecting it paying a ridiculous premium due its "low" mintage.

 

If you have been collecting for awhile, you might remember the Liberian coins from about 15 years ago which used classic US designs. The one I remember distinctly was the 250 Liberian dollars modeled after US pattern J-1776. It was actually bullion masquerading as a collectible.
