mint and proof registry sets

I have asked the registry set forum twice about this topic and do not understand the reluctance to address this. Almost all US coins have both an Mint and Proof registry set. Then some some have a combined Mint/Proof. However In one particular category "Comm Silver Dollars" there is a Proof and a combined Mint/Proof. Each of the Mint and Proof contain over 70 coins. I can not understand why the Mint set can not be created like most of the other US coin categories. It would seem to me, (because of my OCD) you would want to be uniform in your sets.
