I recently ask a question about a silver kennedy. I called ngc and they said they would correct the mistake. iweighed them both in the ngc holders and the coin they marked as 1976s ms actually weighs less than the one marked silver... the silver in a ngc holder weighed approx. 51.99 grams.. the coin in question weighs 51.28 grams

I also noticed the coin does not fit correctly in the holder.... maybe it is a new variety

Plastic holders are not made to the tight standards of coinage. Weighing a coin in a holder is meaningless.
