Repunched 4 or 4 over Horizontal 4

Here is an 1848 Maundy twopence from Great Britain that I have been studying for some time. The 1 and 8 of 18 are both clearly repunched, however, the 4 appears somewhat different to me. ESC (English Silver Coinage Since 1649) is of no help on this one. I also know that sometimes you can make yourself see things that are not really there if you try hard enough. Your observations and comments on which one you think it may be are greatly appreciated.

I see no evidence of a horizontal 4.

 

The best way to prove one of these repunchings (to yourself, and to others), is to use photoshop to make a cutout of the 4. Then, superimpose the 4 over the repunching, with some transparency so that you can see the coin. Line up the "4" over the underdigit, and rotate it to make it match the remains.

 

I think if you do this, you'll see a 4/4, not a 4/horizontal 4.

the first 1 and 8 look repunched as well

I would go with 4 being repunched right before over horizontal

 

I see some areas that suggest the entire coin was shifted and restruck

what does the other side look like?

 

there are some nice die clash lines

 

edit-> the world and ancient forum probably has more people familiar with these
