Looks like machine doubling from here, probably caused by the foreign object that made the mark on the words. Cool piece.

What you see with the date is machine doubling, also called shelf doubling and is not a DDO although there is a legitimate DDO for the 1995 Philly issue cent. As for what is around the "C" it may be some sort of cud, or other object that was in between the planchet and die when struck.

There is also a DDO for the 1995 Denver mint which shows doubling on the date and on "In God We Trust"
