I can explain the MS62 quarter. ANACS submission fees are $15 for express if you have 5+ coins and $20 if you have 4 or less. Therefore, at 4 coins it becomes cheaper to include a 5th coin and get the price break. After all, 5 coins graded for $75 is a lot better than 4 coins graded for $80.

 

Having been in the situation many times where I only need 4 coins graded, I will include a loser coin as #5 to get the price break. Even if it is pocket change, it saves you money.
