Rim Error?

Hi,

I am not sure if this is an error and if it is an error it is an error type that NGC attributes.

 

This coin has some metal missing on its edge, the coin is also a few grams heavier than it's brothers.

If it were a (very) minor clip, you would think you'd see some weakness in the strike along the rim (opposite) on the same side (Blakesley Effect). I'm leaning toward PMD, but maybe someone else has another explanation.

Could be a jagged clip?

It looks like that, a small clip. Note the broken collar. Note that opposite the broken collar is where the collar struck wide.
