Adding 1798 1C Draped Bust and 7070 Type Set?

I just bought at 1798 1C draped bust for my type set and see that on the Competitive 7070 Type Set it only takes 1800+? Is this not able to be added?

For what it's worth, I just looked at an actual Dansco 7070 Book and for the 1C Draped Bust it say 1796-1807 if that matters. Not sure if this set is based exactly off the 7070 or just similar to it. Thanks again.
