To a potential collector of such the actual third party grade assigned is pretty much irrelevant on a complex error like this.

Looks like it could very likely have been an accidental striking instead of intentionally aided.

I'd always heard that the Eisenhower/Roosevelt relationship was pretty good. This implies that Ike was stepping all over the guy. Who knew?
