Grade my Raw 1c Coin. Yes, it's a variety. I just photographed it.

I don't see any reason it wouldn't grade out with a RD designation. Those few spots won't merit it a RB designation. That being said, I think if you sent it in (which IMO is not worth the submission fee) it'd probably come back in a 65 or 66 holder. I have seen far worse in MS66RD holders.

 

On a side note, this variety is downright common, with MS68RD coins available in quantity.
