What does "...first-day-of-issue minting..." mean? Kind of has a familiar clang to it....rolls off the tongue like bad fish.

I think they mean after they struck 47,000,000 of them and bagged them all then vaulted them for several years, these are the rare handful "first" thrown back at the mint by a less than excited population.
