Unknown Silver Medal?

Any Idea what this is? It's very old. It is 900 fine silver. Marked "900 (leaf) 900" on the back.

the back looks like it is a medal or pin to go on coat...

 

the obverse looks similar to this Heraldy of Holy Roman Empire

so possibly some coat of arms or something

a great puzzle but maybe? a fanciful piece of jewelry made back in the early 20th century out of silver with a somewhat changed in design from the original russian imperial eagle motif??
