It's natural. If it were dipped it would probably have little pin hole sized (circular shaped) breaks in the toning rather than the blotchy spots you see.

It is not the type toning that would attract me even at a much lower grade level. As for the originality the graders must have thought that it is original given the high grade.

No. I do not think that coin was dipped. I believe it is a cruddy scan of a coin with original skin.

I cannot tell whether or not the coin is "ugly" since that seems to be a scan. The image is ugly, but the coin could very easily be exceptional.
