PNG Logo question

While showing a coin to a friend he asked me a question I had no idea the answer for. He asked me what is the symbolism is on the PNG symbol with the cornucopia?

 

I asked in the ask NGC forum a few days ago but I don't think it qualified as "answer worthy".

 

Does anyone know the symbolism?
