I think the OP is talking about what looks like a partial collar...

 

Yet it has to be some sort of photo glitch as otherwise the plachet thickness would be double.

 

Taking a closer look it's just the angle this was shot at as your seeing the base of Lincolns suit and then the whole rim below.
