1970-S Cent (Small or Large Date?) Est. Grade

The below coin was found in circulation and will be going towards my Lincoln Cents 1959-Date Collection (Album) however, I couldn't tell if this is a small date or large date. I am leaning towards the small date variety.

 

That being said, what would estimated grade would you assign this coin? According to The Red Book, there is a huge price difference between the two coins.

 

If it is indeed a small date variety and is graded well; should it be sent to NGC?

 

Note: I apologize for the quality of the images, I can scan the coin if needed.

Anyone have a PCGS estimated price for a 1970-S,Low 7, Large Date, 63-64RD?

 

Neither PCGS nor Numismedia have values for MS63/64 RD. Numismedia lists a value for MS64RB at $2.40. So I would make a rough estimate of 4 bucks.
