1980 S Cent with bullseye toning

I am considering the idea of submitting this one soon as I love how this cent looks. I know its not worth a ton of money but I would rather have it in an NGC holder instead of a cardboard flip or the ogp that its in currently.

 

My pictures of this coin are not the best and I know the grade guesses will be difficult. But I would still like to know others thoughts on this one's possible grade and if it has a chance or not as a star. (see 3rd picture for the colors) The coloring is uniform on both obverse and reverse.

Edited to add that the scratches are on the plastic ogp only from what I have seen under 10x magnification.

That's some nice toning! I don't know if it will warrant a star, but it's worth a try. I don't see many S penny toners these days.

I'm betting it won't *, but I'd figure PR67UCAM. It really is just a matter of preference on your method of storage for this particular coin, it won't be worth any more in a slab than in OGP. Even if it does get a * it won't be worth a substantial premium given there prevalence of PR70's in the marketplace.
