From your descripton, your associte has a lot of 1 cent coins that are worth 2 to 3 cents a piece. Early 60's cents are not valued much over face value.

Without knowing the actual dates, it's impossible to say.

 

Some dates in sealed bags will bring MAJOR premiums, others can't easily be sold at bargain prices.

Two or three cents each is an extremely stong offer for 1959 to 1964 rolls. The '60-P might bring this because of the small date but cents from this era are distressingly common. The '65 and later will bring this and more for many dates but even here there are some which are very common such as many of the mid-'70's.
