"TOO MUCH WEAR" ? on crossover attempt

I had a coin returned in its original holder marked "too much wear". It was sent in to be graded by NGC no minimum grade specified. I expected a details holder at least. The coin is in a ANACS problem holder as UNC Details Improperly Cleaned. What has happened here?
