Recently picked these up. Any thoughts on them?

Dealer said 1649-PZ (NGC says 1651-52-PO) Bolivia 3.75 Reales counterstruck on a 4 Reales. Krause #17.1. This is the Krause plate coin. Was the dealer or NGC correct on the date/mint?
