Is this a Mint error or post Mint alteration?

This is not my coin. Someone sent me this image and asked if it was worth anything. To me, it looks like a post-Minting alteration, but I thought I would ask. What do you guys think?

It is really hard to tell from that angle. You really need the coin in hand on something like this. My gut would be post-mint, but it is possible that this is a filled die. Most likely post-mint though.

I'd say post-mint. Looks like some sort of metal melted onto the coin. I would touch it with a soldering iron to see if it falls off.

Heat it up, and that solder will come off.
