Please help ID this coin?

It was in the 10C bin at a coin shop I used to frequent - the guy in there said "Hmm, that shouldn't be in there but go ahead and take it" - this would have been in 1970 or so... it's been lounging around in a box ever since.

 

What is it, when (where) is it from, is it likely genuine, and does it have any value?

Can you get us a more in focus picture of the reverse. It is almost impossible to make anything out.

 

My first guess is that it is some sort of token. It does not appear to be an ancient, if that is what you are thinking.

Ancients aren't my specialty, but my guess is a Parthia Tetradrachm featuring Phraates IV from around 38-2 BC.
