My initial reaction is "VF-25". She's a tad flat over the ear.

It easily grades VF-20 by sharpness, but there are light parallel cleaning lines running over the surfaces. They may not be real obvious when the coin is “in hand” because I’ve had digital pictures exaggerate marks on the coins I’ve photographed. But if the lines are as obvious in front of Ms. Liberty’s face and on her cheek as they are in the picture, crossing this coin to NGC or PCGS could be problematical.

I feel the same, and my initial reaction was some cleaning lines. I don't think you'd get any better that a 30 if it slabs, but I'd venture to guess 25
