What were the Mint tolerances in 1926?

I have an 1926 Oregon Commemorative whose reverse (or obverse ) is rotated 10-15 degrees. Is this within tolerances?

I believe it is Zach. Anything past that is considered a so-called error. NGC will designate rotated dies when the rotation is equal to or greater than 15 degrees.

I concur that 15 degrees is about the limit for mint tolerance.
