It probably is, though to my knowledge, the coins are also encased inside Kointains.

I own a small hoard of coins in such flips. The flips are indeed PVC, but the coins are in kointains, as Mark mentioned. None of the ones I've ever owned show ill effect from the PVC.

The old PCGS flips are PVC and the HRH provenance does nothing for me.
