2006 A merican Legacy Collection question

In this set are the proof coins silver or clad I know the Franklin and the Old mint are silver

but are the state quarters half and dine ?

I'm thinking that the other coins are just Proof Clads. I may be wrong.

The COA indicates they are clad but has no listing for the quarters?? My guess is they are clad also. Hope this helps ;-)
