Why is this coin just labeled as "Brilliant Uncirculated" by NGC instead of a number ?

I'm pretty sure it's an option for bulk submissions. It's cheaper than having it assigned a numeric grade.

Agreed. These are mostly bulk submissions just to verify that it is uncirculated. I think this can be cheaper to have them slabbed this way for large bulk submissions.

Agrred. If I remember correctly it is a way to verify that it is uncirculated and genuine.

More agreement here. Actually, I rather like this way of grading the really common dates. Who cares about whether an 1889 grades MS-61 or MS-62? It's the same value.
