I've read that these early dollars did not circulate that much. Given the number of circulated pieces that I've seen, (Very few of the dollars I see in Mint State holders are really Unc. IMO) I can't really agree with that observation.

 

I would guess that the weakness on the reverse has been there since the coin was struck.
